Single-author / small-group governance, transparently. webGCP is intended for eventual donation to a neutral foundation (likely the Linux Foundation's Agentic AI Foundation, given MCP is already there) after interop with a second non-author implementation is demonstrated. We will not donate before there is something worth giving.

Why this page is so short
Early standards with elaborate governance pages and no implementations look exactly like what they are. A board without users is theater. This page will get longer when there's something to govern beyond "the author and the first implementer."
Right now, the one published implementation (/implementations/) is operated by the same person as the spec — single-implementer, single-author. The second-implementer test is the gating event for any governance escalation.
